Finance and Support Services Manager Central America

Full Time. 12-month contract with the possibility of extension.

Location: Based in El Salvador or Guatemala, with travel around Central America

Salary: Up to 66,500 per annum (cUSD $75,145). This is inclusive of country specific packages (living overseas allowance, housing allowance, food allowance)

About the role:

The HALO Trust is seeking a Finance and Support Services Manager to support its expanding Weapons and Ammunition Management (WAM) Programs in Central America. HALO works with national partners in the region to reduce human suffering from armed violence and other drivers of migration by securing stockpiles.

The WAM Programs in Central America are expanding in both scale and scope. Over the next three years, HALO will deliver an ambitious institutional capacity development and mentoring program to national security forces in El Salvador and Guatemala. This exciting new role will see the successful candidate with the opportunity to be part of a growing team on an evolving program.

The Finance and Support Services Manager will oversee the program’s financial planning and monitoring, accounts, and cash management, as well as reviewing, assessing, and improving existing support systems. There will be a requirement to train new and existing staff and develop the support capacity of the program.

Key Working Relationships: The Finance and Support Services Manager will report directly to the Program Manager and will work closely with HALO’s Head Quarters Finance, HR, and Logistics Departments.

Responsible for: The Finance and Support Services Manager will be responsible for the Finance, Human Resources and Logistics of the program.

This is a full-time position based in El Salvador or Guatemala with frequent travel around Central America.

Reporting to the Program Manager, the Finance and Support Services Manager will be responsible for overseeing the following:

Financial planning and monitoring

  • Support Program and Project Managers in the formulation, implementation and monitoring of annual business plans and project budgets.
  • Monitor the Program funding position, working collaboratively to ensure ongoing financial stability.
  • Lead the financial monitoring and review of grants/contracts, working closely with operations to forecast and report on project costs to completion.
  • Collaboratively produce Program budgets and forecasts utilizing HALOs financial planning system (Adaptive Insights) and our transaction accounting system (NetSuite).
  • Support the Program and Project Managers in the management of financial risk in the Program, escalating and addressing any emerging risks.

Accounting and Financial Control

  • Provide financial oversight and support to all Central America Programs, ensuring transactions are fully reconciled and discrepancies identified and corrected.
  • Ensure implementation of HALOs financial and logistics policies and procedures, reviewing and reporting on compliance against these.
  • Oversee all financial accounting matters, closing the country books in accordance with agreed deadlines.
  • Ensure that direct and indirect costs are allocated appropriately to projects, identifying and reporting on any shortfalls in both direct and indirect cost coverage.
  • Oversee the financial management of delivery partner contracts, ensuring compliance with HALOs contractual obligations.

Cash Management

  • Ensure that adequate banking and cash provisions are in place, set up in accordance with HALOs financial policies and that delegations of authority enable the Program to operate efficiently, particularly during periods of leave etc.
  • Manage the short-term cash flow requirements of the Program, liaising with HALO HQ to facilitate cash transfers. Manage the effects of exchange rate fluctuations between local and contract currencies.

External Reporting and Audit

  • Lead the preparation of country financial statements and donor financial reports.
  • In collaboration with HALO HQ finance department, review, and report on compliance against HALO policies and procedures.
  • Lead the preparation for external audits, preparing schedules and documentation as and when required by auditors and/or HALO HQ finance department.

Human Resources and Payroll

  • Ensure that financial and support service staffing capacity is fit for purpose and meets the needs of the Program
